It would appear Dr. Tim Hannon’s flags are also in the easement.
This has to be the most unusual easement in Indiana. It extends approximately 13 feet from the edge of the multipurpose trail to the edge of Hannon’s private front yard sidewalk.
I would expect few people to be aware of an easement this restrictive, beyond the builder and possibly a surveyor.
Being the builder lives 2 homes north of the Hannons could it be possible he would have communicated the info to the Mayor who then had Carmel Street Department employees remove the Hannon’s campaign sign, all recorded on video as it happened.
This is not leadership it is an authoritarian power move by Mayor Brainard using a technicality in order to maintain his grip on power.
This street view gives you a better feel for how much of the Hannon’s yard is claimed as an easement. Virtually the entire front yard, from the multipurpose trail to their private sidewalk, is in the easement.
