In 2015 Christine Pauley ran on Mayor Brainard’s slate of candidates.
On his 2015 Campaign Finance Reports he claimed he spent $28,067.95 to assist in her election.
It seems that Mayor Brainard had more in mind for Clerk-Treasurer Pauley than simply serving the citizens of Carmel.
In 2016 with his intentions being both clear and unappreciated he dangled a once in a lifetime opportunity in front of his target.

This post demonstrates that the Mayor was a member of the Adam and Eve subscription services that created all the hullabaloo in 2016.
By the fall of that year the Mayors hostility and his anger had became evident as her proposed 2017 pay raise was singled out and reduced from a 23% planned raise to a 2% planned raise.
Clearly not taking the trip to Rome had cost her significantly!

Carmel clerk-treasurer accuses City Council of discrimination
Pauley has hired Indianapolis-based Betz and Blevins law firm, though no legal action has been filed. On Friday, Pauley sent a letter to the council accusing it of violating separation-of-power statutes in Indiana Code and of discrimination based on the Civil Rights Act of 1964.
Carmel’s other two full-time elected city officials are in line to receive significant raises. Mayor Jim Brainard is expected to receive a 40 percent hike, and Judge Brian Poindexter a 20 percent raise. Pauley was set to receive a 23 percent bump. Now the amount is set at 2 percent.
“As the clerk-treasurer and executive director of the Carmel Bond Bank and the only full-time female elected city of Carmel official, I expect to be treated fairly and with respect in performing my elected duties as outlined in the Indiana Code and the State Constitution,” she said during a council meeting Monday night. “This is about equal pay for equal work.”
She also questions whether any officials should receive raises so high for taxpayer-funded jobs without further study on the impact on the city’s budget. While the city is considering no tax increase for 2017, taxes went up 19 percent this year.
The dispute arose after the city hired Ohio-based Archer consulting firm to recommend new city wages. On Aug. 22, the company filed a report that suggested significant raises for all of the elected officials and adjustments for all city employees.
